Facility Manager

Overview

The Facility Operations Manager (FOM) at St. Paul’s maintains the buildings and grounds of our Parish, directing janitorial staff and overseeing the general upkeep of equipment and supplies.

To support this goal, the FOM develops daily and weekly cleaning schedules as well as determines and schedules repairs, renovation projects and safety inspections.

Per the Uniform Parish Regulations of the Archdiocese, Article 29, Section 3, the position will report jointly to Fr. Steve and the Parish Council (Section 3: The Priest and Parish Council shall be responsible for all personnel employed by the Parish.)

The position will report functionally to the Priest and the Parish Council Point on a daily basis, the position will coordinate actively with the Church Administrator.

The position is a full-time managerial, exempt position (not hourly). Workdays may include weekends, holidays or evenings. The position will be “on-call” for after-hour issues related to the parish systems (security alerts from Bay Alarm, etc.)

Responsibilities

Manages the daily maintenance work

  • All work performed in the Sanctuary, Administration Building, Parish Event Center, Education Center and the general grounds of the parish
  • Should have a moderate level of troubleshooting experience in HVAC, electrical, plumbing, painting and carpentry. Utilization of a vendor should be determined only after an assessment by the Facilities Operations Manager.  FOM shall coordinate outside vendor work with Parish Council Point of Contact.  Expenses exceeding $2000.00, requires Parish Council approval.
  • Assist in janitorial work, or room set-ups, as needed,
  • Order and manage janitorial supplies for the church and administration building.
  • Perform weekly property inspections – interior and exterior – schedule any follow up maintenance items – perform in-house as applicable (ie: replace light bulbs, ceiling tiles, touch up paint, etc,)

First point of contact for Pacific Academy

For any maintenance, security or cleaning issues

  • Conduct bi-weekly routine visual inspections inside the education building
  • Suggests efficiency ideas and/or cost reduction measures
  • Troubleshoot plumbing issues. Evaluate if outside plumber is necessary. If so, loop in Parish Council POC.

Provides on-going Communication/Updates

  • Daily Coordination with Office Staff
  • Maintain Calendars for Facility Management.
  • Report to Parish Council as needed in coordination with Parish Council Facilities representative
  • Coordinates quarterly facility maintenance committee meetings
  • Candidate should possess basic skills in Word and Excel.

Manages third party providers

  • Coordinates and manages all vendors at the parish
  • Provides first-level approval of invoices prior to Parish Council review/approval
  • Is “generally familiar” with all contracts, terms and pricing
  • Bay Alarm system – First point of contact.  Monitor security calls, false alarms coordinate with the security vendor.
  • HCI / Advanced Monitoring – First point of contact for FLS alarm calls, and scheduling service.
  • Maintains certificate of insurance and hold-harmless agreements for all vendors
  • Makes recommendations to the Parish Council (and/or the Maintenance Committee) for vendor changes but will not have signature approval authority or autonomy to enter into any new agreements without Parish Council approval.

Establishes and manages preventative maintenance schedules

  • To include: HVAC Systems, fire protection and security systems, doors and locks, paved surfaces, building cleaning and landscaping, coordinating with vendors and service companies.

 Maintains a centralized document repository

  • Equipment files, site plans and working papers.
  • Maintains Storage Trailers in back of property, keeping them secure and orderly.

Manages Direct and In-Direct Staff

  • Direct Supervisor for parish custodian(s).
  • Ensure that the dayporter is reporting directly to this FOM. If asked to assist by others in the parish, all requests should be approved prior to allowing the dayporter to help with duties outside of their Job Description and Daly Schedule.
  • Define weekly and monthly schedule for dayporter tasks.
  • In-direct supervision refers to third party providers working on-site.
  • Performs management and supervision functions for development, discipline, performance reviews and/or terminations of employee’s under direct supervision.   
  • Monitors morale and keeps communication open by answering questions and explaining policies and procedures.
  • Complies with local, state and federal regulatory agencies (i.e. OSHA, etc.).
  • Prepares work schedules including extra work days and shifts, as needed.

Budget Management

  • Manages labor hours and supplies within budget
  • Will be assigned specific budget accounts and line items to manage
  • Will have signature authority to a specified limit ($2,000), as granted by the Parish Council and the General Assembly for routine maintenance and supplies.
  • Manages inventory and tools in a cost-effective manner

Parish Security

  • Coordinates with the Parish Office Manager and Parish Sextant to ensure rooms are opened/locked during weekend and evening use.
  • Works with caterers and/or event planners to ensure Parish Event Center is secured following events.

Technology Support

  • Is familiar with live-stream and presentation systems within the Sanctuary, Parish Event Center, Education Center Library and Youth Room (knows how to connect to projector, mics, etc.) and has a moderate level of troubleshooting experience.
  • Set Up IT for Parish Events, such as Orthodoxy 101, Youth Room, PC Meeting, Livestream, bible studies, movies for lunches with Mr. Dean.  This includes Cameras, Mics, etc.

Parish Center Coordinator

  • Manage set-up / breakdown of tables and chairs, pursuant to rental schedules.

Summary

  • Ensures Campus Security Systems are up and running
  • Supervises Facilities staff (e.g. parish custodian(s))
  • Familiar with live-streaming and A/V equipment
  • Is not the booking agent for the Parish Event Center

What the Position Does Not Do:

  • Sign Contracts
  • Enter into Service Contracts without Parish Council approval.
