Manager of Middle East Programs

Job Description



IOCC supports humanitarian and development programs in four (4) Middle East locations: Lebanon, Syria, Jordan, and Jerusalem/West Bank/Gaza (JWBG) with leadership and management oversight provided by country representatives for each country/location program. Programmatic activities represent diverse interventions that reach the most vulnerable sectors of the population including refugees, displaced persons, persons with disabilities (PWD’s), women and children, and communities devastated by war or civil strife or natural disasters.  Programmatic interventions include health and nutrition, WASH, education, shelter rehabilitation, food security, livelihood activities and distribution of non-food items mostly in emergency relief undertakings.  IOCC programs receive financial and material support from diverse sources including European ecumenical organizations, United Nations agencies, the United States Government and European governments, US foundations and IOCC private and constituent donors. Since the start of the war in Syria in 2011, IOCC has provided humanitarian relief activities to the internally displaced in Syria and to the Syrian refugees in Lebanon and Jordan.


The position is located at the Baltimore, HQ.  Domestic and international travel will be required.

I.                   Responsibilities and Essential Functions


General Responsibilities

§  Provide consistent leadership and management oversight for the effective and efficient implementation of all IOCC programs in the four country/locations in the Middle East. 

§  In coordination with Director of Operations, provide leadership in the preparation of the Annual Organizational Budgets and the Country Operational Plans for the Middle East.

§  Working closely with the Director of Operations, promote a team approach and positive learning environment.

§  Ensure IOCC staff and implementing partners are appropriately engaged in the process of developing, evaluating and enhancing the quality of program design and program delivery.

§  Ensure that all Middle East operations are implemented according to IOCC administrative and financial policies and procedures, donor requirements, and local law.

§  Manage assigned staff according to the IOCC personnel management system.

§  Provide a strategic vision and leadership for Middle East country programs ensuring the application of best practices in meeting the needs of the targeted beneficiaries and the organization mission.

§  Provide leadership that promotes a cohesive and effective regional team and promotes collegiality and motivates professionalism among peers.

§  Develop and maintain effective relative working relationships with NGO’s, government authorities and UN agencies both in Middle East countries of operation and in the U.S.

§  Promote an effective relationship with donors and implementing partners to enhance cooperation and coordination of IOCC programs in the Middle East.

§  Expand donor relations in order to grow existing program funding and develop new program areas that address the critical needs of local populations and vulnerable groups.

Specific Responsibilities

§  Ensure that all aspects of IOCC policies, procedures and guidelines are adhered to as well as meet donor requirements and donor wishes.

§  Ensure proper management of all financial systems including budgeting, financial and program reporting. Provide effective oversight of the financial status of country programs and provide consistent management of project budgets and activities to ensure proper and timely completion.

§  Ensure that all aspects of the IOCC Security Management System are fully operational and adhered to by each country/location at all times and ensure that the country safety and security plan is consistently up to date.

§  Coordinate teamwork between HQ Middle East team members and appropriate finance staff in order to maximize effective financial management of budgets and position of program budgets and expenses.

§  Ensure that IOCC Middle East programs will be monitored on a consistent basis so that identification of lessons learned will be incorporated into future proposals and program development as well as donor reports.

§  Provide leadership in the timely sequencing in the development of funding proposals that ensure high quality submissions of technically sound content.

§  Ensure timely accurate, well-written and transparent reports are prepared and submitted to donors on a timely basis.


III.       Qualifications


A.    Knowledge, Skills, and Abilities:  Excellent team/project/time management and communication skills; superior written and verbal English; excellent analytical and conceptual skills; knowledge of sectoral areas of engagement; program monitoring and evaluation; budget and finance; proposal development and sequencing.


B.     Competencies:  Cross-cultural sensitivity desired; demonstrated capacity to work as a team member with HQ staff; demonstrated ability to clearly write and communicate verbally with equal clarity and precision; familiarity with US and European donors and their rules and requirements; strong experience in developing budgets and monitoring expenses essential; commitment to organization mission and vision.


C.    Education: Bachelor’s Degree required; Masters’ Degree preferred, particularly with a focus on management or international development


D.    Experience: Minimum 8 years with senior level management experience of personnel and programs with some period of time living abroad in a development or humanitarian relief context.
